Well, Vim normally already has a splash screen, which you can recall at
any time by doing :intro

If you want to display something else, you can use one or more of the
commands and functions described at
:help :echo
:help :echon
:help :echomsg
:help :echoerr
:help :confirm
:help :browse
:help input()
:help inputdialog()
:help inputlist()
