that won't work. Either put the line
setlocal syntax=off
into your $HOME/vimfiles/after/syntax/dosbatch.vim ( I assume you are
using Windows, create directories that don't exists yet)
or use an autocommand like this:
augroup dosbatch
au!
au FileType dosbatch :setl syntax=off
augroup end
