That's your window manager. On MS windows, you only get a choice of one, I think. If the video was based on windows and so are you then I'd say it was a different version of windows. Maybe windows has themed window decorations now, I don't know.

(On my KDE on linux, there's a wide choice of themes, and some of them are very configurable.)

Also, note that vim 7.3.46 is a bit old now. http://cream.sourceforge.net/download.html is a good way to get an up to date windows vim.
