It's not configurable.
{ and } strictly use paragraph boundaries, defined as empty lines or lines using nroff macros specified in the 'paragraphs' option.
ip uses these but also has an exception for lines containing nothing but whitespace.
See :help paragraph and :help ip
This behavior annoys me too but it is what it is.
