Building 'tag bar' like menu

Hi,

I would like to navigate and jump to some code line in an open buffer file.

I think I can build an odd list that contains lineNumber->value of line and would like to open a split windows like tag bar to jump to the clicked item.

Can anyone could give me guidelines to build this feature ?
