abbreviation for non-id (lhs ends with a ',')

I do the following:
iab ,, foo
i don't get any error but still when i type the following: ,, and then a
space or a tab or CTRL-] NOTHING happens. Why?

i would expect the same behaviour as in the example for the non-id behaviour
(map.txt line 686):
:ab ;; <endofline>

So, why can the lhs be ';;' and not ',,'. (just to make sure i excluded both
from 'iskeyword' option, and 'mapleader' & 'maplocalleader' are set to
default ('\'), not that i suspect that it really matters here).
