That's fine if you're on a working system, but if the system you're
on hasn't been configured properly, and an editor is the primary
tool for fixing the configuration, it's really nice to have an
editor that "just works" in spite of missing or misconfigured files.
Programs _should_ contain hard-coded defaults to get the user
started and to get her by until she can get the configuration tuned
to her liking.
