I do not follow Windows any more, but have not been able to
avoid noticing talk about some features, and I believe there is
nothing an application like Vim can do. Windows simply
rearranges the view of the file system seen by the app,
depending on the privileges it is running under.
I think you should be able to make a shortcut to gvim.exe and
right click that in Explorer to run it as an admin.
