Web pages and Gvim

I can easily run a window with Gvim next to a local html window and
develop a web page with pseudo WYSIWYG. Beyond that is there a way,
using Gvim, to simulate the features of a web design program like
Quanta or Konqueror?

I already develop TeX this way.
