I don't know the historycal reasons, but I can imagine the actual reason:
Not all keyboard layouts have the ';' behind to 'L'.

Yes, but my right hand is on "j k l ñ" and I can imagine than more
people could have other characters under this key.
But most of layouts (if not all of them) has "hjkl" together.

I just was going to suggest that.
Also you can just move your hand one key to the left while you are
scrolling and return to the usual position after that.
