Open file icon in the toolbar is created by menu.vim with this command:
an 1.10 ToolBar.Open :browse confirm e<CR>

So I guess you can put the following command in your vimrc to make the
icon open file in a new tab:
an 1.10 ToolBar.Open :browse confirm tabe<CR>
