You can't make this "work" on Windows.
(First see :help :!) :!cmd will execute cmd with the shell (in Windows
or Linux)..
(Next see :help :_%) '%' in an Ex command will be replaced by the
filename of the current buffer
The command being run, /usr/bin/env python3, will not work on Windows shell.
