Just tried it. I get:
**error** (netrw) g:netrw_localcopycmd<c:\windows\system32\cmd /c
copy> not executable on your system, aborting
From a DOS shell, I confirmed that the following works:
c:\windows\system32\cmd /c "copy someFile someDir"
