a) use sym or hardlinks as others have noted.
b) create a custom vimplugin directory and ask users to add one line to
their .vimrc:
set runtimepath=the-new-shared-dir
.vimrc settings can be written into a plugin file.
Maybe you can create this .vimrc file automatically?
