I tried it with enough files to overflow my text-style tab bar (yes,
text-style in gvim), and I see worse than that: the cursor is always on
the correct line, but it's only when the tab is displayed in full (not
partially or totally off the left end of the tab bar) that the cursor
line is at half-height. Otherwise it is as near the top as 'scrolloff'
permits. This is with my usual vimrc, which sources the
vimrc_example.vim but does a lot besides, including overriding a few
vimrc_example settings.
