D is the directory where gvim.exe resides.
1)Get iconv.dll and put it in D.
and,
2-1)Get intl.dll from GNU gettext Windows binary.
2-2)Rename it to libintl.dll and replace the original Vim libintl.dll found in D with the new one.
The above instruction has solved the problem. Garbled messages are gone!
The writer of the page says he found the info somewhere on Vim official pages plus others.
