Please try vimball v32 -- you can get it from
http://mysite.verizon.net/vim/index.html#VIMBALL . From vimball history:

* fenc extraction was erroneously picking up the
end of the line number when no file encoding
was present. Fixed.

Seeing ++enc=3 (and other digits) was a hallmark of this problem.
