wrong encoding for digraph page

I think there's a problem with
http://vimdoc.sourceforge.net/htmldoc/digraph.html .

1. the server doesn't say what character encoding is used
2. the HTML says <meta http-equiv="Content-type" content="text/html;
charset=ISO-8859-1">
3. it only looks correct if I force it to be interpreted as UTF-8
