Editing non-latin texts

Hello all,

I have a problem when using vim to edit Russian
texts, because I always have to switch to the En-
glish keyboard layout to enter normal-mode commands.
For example, to replace a letter I have to:

1. Press ESC
2. Switch to English layout
3. Press 'r'
4. Switch to Russian layout
5. Type the substitute Russian letter

Is it possible to make vim always assume English
layout when in normal and command-line modes?
