That's probably the surest way to avoid most difficulties, but I
understand that you're sharing the computer, and avoiding dual boot
would allow quicker switching between users.

The warning "No Display" would have resulted from not having X11
running. (I didn't realise you're hobbled by a M$ environment, when I
posted the key mapping suggestions.) There are many google hits for
"cygwin X11", including usage and installation guides. If it's already
installed, it may be only a matter of activating it, to provide the
environment in which xmodmap can work.
