meaning of b

I'm using a tcomment plugin and need to comment out a block of code. There is a command for it abbreviated in the following way

<c-_>b

I'm interpreting it as holding the Ctrl button, press underscore button, and then b. But it doesn't work for me. What am I missing.

Any help is appreciated.
