My first attempt would be to see if Vim actually sees the key: go
into insert mode, hit control+V followed by control+] whereupon you
*should* see Vim insert "^]" as colored with SpecialKey highlighting.
If so, then something strange is going on.
If not, I'd try it with various other terminal emulators to see if
the one you're using is broken.
