I know this issue is very old. But if you're searching for that in google, you will always come to this postings. It's also not clear in other references and it took some time for myself to find it out.
Suppressing the banner is now possible with the current vim version. Just simple add into your ~/.vimrc:
let g:netrw_banner=0
