Problems with or updates to a runtime file should be reported to the
current maintainer of the file, whose name and contact information
are at the top of the file, syntax/dockerfile.vim.

That said, the version of that file that comes with Vim 8.0.515 is
0.6, dated 2016 Aug 9, and does include ARG and ENV in the same list
of words. So, if your runtime files are up to date, you should
already see ARG highlighted the same as ENV.
