Should isfname contain a colon by default on Windows?

On Windows XP, when I try to edit a filename in Windows Explorer and
insert a colon into the name, Windows pops up a box saying that it is
an illegal character in a filename. However according to the manual,
the default setting of isfname for Windows contains a colon - ie it
is

default for MS-DOS, Win32 and OS/2:
"@,48-57,/,\,.,-,_,+,,,#,$,%,{,},[,],:,@-@,!,~,="

Is this correct?
