I think you're thinking of 'number', not 'ruler'.
I'm pretty sure I'd only very rarely use it, if ever. Regardless, you should ask on vim-dev, not vim-use, for feature additions.
May I ask, why do you need this feature? What use-case does it help? I almost never think to myself, "I need to jump to this specific column number", it's usually "this keyword", or "this word", or "this character", for which there are more efficient movement commands.
