Install Cygwin on windows and install Mintty from googlecode, use Mintty as your terminal emulator and Cygwin/bash as your shell, use the vim provided by Cygwin.

Then you'll feel at home on Windows.

I think what he wants is to be able to use Vim as a stream editor, etc. since he is not allowed to install things like Cygwin or GnuWin32 utilities at work.
