if you're compiling it yourself, you just need to tell configure to include ruby in the build

./configure --help

  --enable-rubyinterp=OPTS     Include Ruby interpreter.  default=no OPTS=no/yes/dynamic
...snip...

you'll need the ruby dev packages for ubuntu also
