You can run it from a USB stick (in fact: could you just run
it from a USB stick instead of your machine?) so presumably
it would work if you just had the files on your machine
without actually installing it. If you miss the registry
keys for local menu "Edit with Vim" you could at least put a
shortcut in your SendTo directory to get a similar effect.

The only problem you might come across AFAIK is when
starting you get a message "Cannot Load registered type
library : Do you want to register", and you may not have
the privilege to agree. If you say "No" you can't use OLE
functionality. (If you want to register every time you use
Vim and unregister afterwards, search for the thread with
phrases "Cannot Load registered type library" "Do you want
to register" at http://groups.google.com/group/vim_use)

Caveat: I use vim 7.2 on my USB stick. I got it onto my USB
stick by copying the files from a machine where I had it
installed properly, so you'd need that to start with.
