The first thing I would do is compare the output of
:version
for both cases. I would then check your $PATH as the user and as
root, as well as the output of "alias" at the command-prompt to
see if one of the users is running a different binary than the
other. I'm making the assumption that both are being invoked the
same (whether as "vi" or as "vim"). It *sounds* like one is
pointed at a tiny build of Vim while the other is pointed at a
more full-featured build of Vim.
And when you say that neither user has a .vimrc, would one have a
.vimrc that is present-but-empty, or does the ~/.vimrc not exist
in both cases?
