Getting started with Vim-Latex

I'm having trouble getting Vim-Latex going on my Windows 7, Vim 7.2
installation. I've been through the instructions at
http://vim-latex.sourceforge.net/documentation/latex-suite/recommended-settings.html
three times, and as nearly as I can tell I've done it correctly. ":help
latex-suite.txt" gives me the help file. But when I do ":e newfile.tex" I
think I'm supposed to see a Latex-Suite menu item show up and it doesn't.
Syntax highlighting seems to work, based on the few sample files I've tried.

I note with interest that there is no ftplugins/tex.vim, as I expected to
find, based on the installation instructions. There is such a file in the
"compiler" folder, but I'm not sure whether I should a) make the recommended
changes there; b) copy it into the ftplugins folder and use it there; c) be
using a different file altogether; or d) run screaming from the room.

The version I downloaded is the latest:
vim-latex-1.8.23-20110214.1049-git089726a.tar.gz.
