I suspect you've got a "tiny", "small", or old version of vim. What
does the :version command in vim say? Look for +mouse or -mouse.

BTW,
Though a KDE devotee, I find konsole's uncontrollably slow (about 1
Hz) blink unusable, so I use gnome-terminal, and gvim, where I use 5
Hz. (set guicursor=a:blinkwait200-blinkon200-blinkoff200).
