V""p vs Vp

I am trying to figure out why I see different behaviour when performing
what I consider identical actions.

Start Vim:
gvim --noplugin -N -u NONE -U NONE myFile

Add 3 lines:
1
2
3

One line 1, yy
Move down to line 2.
p
The output becomes:
1
2
1
3

One the "2", hit V to go into linewise visual mode.
Hit p (paste from the default buffer)
The output becomes:
1
1
1
3

Move down to the "3".
:echo @"
Shows 1

This time:
V""p (visually select line, paste from the default buffer)
The output remains:
1
1
1
3

:echo @"
Shows 3

This is on Windows.
:set clipboard?
clipboard=

Not sure what other options might control this.
