RE: Small fix for syntax/cfg.vim

The procedure is to email the name shown in the file and wait a
couple of weeks to see if there is a reply. Ideally, the
maintainer (the person listed in the file) will respond, and
will directly email any required change to Bram, who would then
add it to the Vim distribution.

It has to be done like that because if a change were made which
the maintainer did not know about, they might send some other
update to Bram in a year, and that update would mess up the
earlier change.

If the maintainer does not respond, things get tricky. Ideally
someone (you?) would ask here (here is fine, although vim_dev
might be better) saying you volunteer to be the maintainer.
