Have you experimented with the 'noeol' option?

:help 'eol'

It's actually for very good reasons[1]

It's one of those "just because Vim allows you to do it, doesn't
mean that it's a good idea" options. But if you're willing to
deal with the consequences of ":set noeol", you're welcome to and
Vim won't stop you. :)
