It's a forum for asking and answering general computer questions.
As I understand it, it was created by Joel Spolsky, if that means
anything to you.

It seems to have a better following than most other forums, and has
mechanisms for scoring questions, answers, and participants, so the
quality of the questions and answers should be better than average,
or at least knowable.

The poster thought that it was more convenient than any other way he
knew to page down and was wondering if there was some similarly
convenient way to page up.

I was trying to help him out, but I was also embarrassed that I
couldn't just point to the place in Vim's terrific documentation
where he could have found the answer himself.

If I could verify here that the behavior of Shift-Enter is expected,
I would propose changes to the documentation.
