Look at :help timeout and the options following; sounds like you'd
like

:set timeout timeoutlen=3000 ttimeoutlen=50

VT 100 "application" mode arrow and function key sequences start with
<esc>O, so vim is waiting 1000 ms to see if a valid key sequence
appears.
