Sorry, I did not spell out that part of my message.

The process you described where you use Window Explorer to
choose an application for a file type will only select
"registered" applications. An app can register itself by making
certain registry changes during installation. So, you have
demonstrated that one installer did register, and another did
not.

The tip explains how to manually create a file association.
