On my Linux gvim 7.2.245 with Huge features and GTK2/Gnome2 GUI,
repeatedly hitting the tilde changes áéíóúàèìòùâêîôûæœĉĝĥĵŝŭðþäëïöüÿ to
ÁÉÍÓÚÀÈÌÒÙÂÊÎÔÛÆŒĈĜĤĴŜŬÐÞÄËÏÖÜŸ or vice-versa. IOW: WORKSFORME.

Note: The oe ligature, the consonants with circumflex, the u-breve (all
of these both cases) and the uppercase-Y-dieresis are all above 0xFF —
when defining Latin1, the German sharp s (which has no reversible
uppercase equivalent) was deemed more important than the
uppercase-y-diaeresis and put into its logical slot, at the end of the
uppercase accented letters; later, Unicode inherited its first 256
codepoints from Latin1.

What happens with

gvim -N -u NONE

? Here it still works. (My "system locale" is "en_US.UTF-8" in the bash
shell.)
