NONE vs fg/bg as color in highlight.

Hello.

1) NONE works always, fg/bg ony after Normal definition.
2) If foreground or background changes, that color as was defined as
NONE, also changes.
If color is defined as fg/bg, it don't changes after foreground or
background changes.

So NONE is "better", than gf/bg.
When I should use fg/bg instead of NONE?

In help, NONE as color, only described for guifg/bg, but it also works
for ctermfg/bg. Why?
